Job Duties& TasksĀ  and Responsibilities

  • Within the delegated authority and under the direct supervision of Partnership and Development Finance officer and the overall Coordination of the RCO Strategic Planning and Team Leader the UNV coordination officer will undertake the following tasks:

1.Planning and Programming

  • Liaises and maintains working relationships with UN colleagues, and other relevant partners including governmental counterparts on all issues to facilitate a coherent response and recovery from the COVID-19;
  • Supports the UN COVID-19 response and recovery team in the development of strategic and programmatic frameworks
  • Facilitates UN agency joint programming efforts and provides substantial and practical support to related activities, meetings and events; and monitors and evaluates actions implemented through these frameworks;
  • Advises on the identification of potential areas or issues for common UN approaches and in the development of proposals/actions for enhancing inter- agency cooperation and coordination;
  • Delegated to represent RCO in partnership meetings and for a including those related to COVID-19, ensuring feedback is adequately reported and identifies recommended actions for enhancing interagency coordination.
  • Supports the development of programme proposals to generate funds in support of UNDAP II National Socio-
  • Economic and Response Plans among others including flash appeals, concept notes and full proposals

2.Information Management

Interacts closely with other functions of the RCO in the production of briefing papers, background notes, talking points, and other advocacy statements
Ensures effective and coherent communications on RCO COVID-19 response to all concerned, and sees to it that advice and information on cross-cutting issues is coordinated with all relevant components of the UNCT;
Promotes and facilitates the flow of COVID-19 information between stakeholders, oversees the implementation of knowledge management approaches and after-action reviews.

3.Management

  • Supports the day-to-day operations for RCO focusing on partnerships and resource mobilization.
  • Supports the formulation and management of the implementation of the UNDAP II financing strategy
  • Coordinates all activities emanating from the UN COVID-19 response and recovery plans, sets priorities and ensures follow-up and feedback;
  • Ensures the consistent application of rules and regulations and provides guidance on

4.Analysis, Advice and Reporting

  • Supports the identification and analysis of pertinent developments, issues and challenges related to development finance and the COVID-19 outbreak in Rwanda;
  • Advises the RCO on the recommended response strategy, identifying priority areas of support action to mitigate the risks associated with the outbreak,
  • Supports monitoring and reporting on the development and implementation of UNDAP II, financing framework, socio-economic response and recovery to COVID-19 related interventions and support to Government;
  • Collects lessons learned in implementing response action to mitigate operational and other impact of the pandemic;
  • With use of the UNINFO, document all support to the implementation of the United Nationā€™s Development
  • Assistance Programme (UNDAP II-2018-2023), Government National Strategy for Transformation (NSTI 2017-2024) including pooled funds and individual agency support as well as support to COVID-19 response and recovery plans
  • Any other related tasks as may be required or assigned by the supervisor

Job Educational Qualification Needed

  • Required degree level
  • Bachelor degree or equivalent
  • Educational additional comments
  • Bachelorā€™s degree in development studies, social work, public health, project management or other related field

Job Experience Needed

  • At least four years of professional work experience at the national and/or international level in development areas, resource mobilization, or other relevant programmes; experience working with UN is an asset or other international development organization;
  • Demonstrated interest and/or experience in Sustainable Development goals, working with partners, analytical skills, writing skills and communication
  • Progressively experience in providing in programme coordination and support
  • Experience in the United Nations system or a comparable international organization and national experience is desirable.
  • Experience with inter-agency or inter-organizational collaboration in the development and humanitarian sectors is desirable

Job Skills and Other AbilitiesĀ  NeededĀ 

  • English(Mandatory), Level ā€“ Fluent
  • French(Mandatory), Level ā€“ Working Knowledge

Subject matter expertise
Resource mobilization, partnership and donor coordination, Other development programme/project experience
Driving license
